The problem with Sasuke as a villain is that there's nothing intimidating nor threatening about him, he just comes off as a teenager with angst issues.

Pein was intimidating:

Orochimaru too:

So is Madara:

And Tobi/Obito:

But with Sasuke it just comes off as teen angst:

Whenever it's time for Sasuke to do villain stuff, he just looks like a petulant brat pretending to be an actual villain, it doesn't feel like a well thought-out plan that came out of true malice, it just feels like a tantrum.

"Someone seem to have forgotten to take their meds this morning" - Sawyer7mage on Naruto ch. 692 review

Others want to take it seriously, others want to feel the fear and intimidation, but it's just not there, Sasuke had just so many pathetic moments in his life that it's hard to take him seriously:

And knowing that he's going to be defeated just sucks out all the suspense of it all.

His revolution has already confirmed to have failed already:

And no, Sasuke isn't going to kill anyone that Naruto shares a bond with, Sasuke's not gonna kill Naruto's Granny Tsunade, nor Tsuchikage gramps nor gramps A, not Mei and neither Gaara who is confirmed to be alive in the Last Movie.

That's because Sasuke isn't a villain. He's a savior of the NV.

You are right Pein was intimidating, Madara had more of a villain confidence than any other, Orochimaru also and he is very scary.

That's just your opinion which doesn't hold much weight.

Sasuke is intimidating, imo. The gif you chose of him is obviously not, but there are some intimidating manga scans of him. Even so, not all villains are necessarily intimidating.

Even though this is an opinion, I'm sure it is the opinion of many. To me, I see Sasuke as the second main character that he is, so I'm not too excited. He better kill somebody.

Sasuke has that "supreme confidence" which makes him intimidating. He seems like the type that will never lose or always has something up his sleeve.

Maybe he's not as dark anymore, but I thought he was intimidating when he awakened his MS.

But being intimidating isn't the only thing that makes a villain.

Oh shit. This is going to be interesting...

That's just your opinion which doesn't hold much weight.

I think you'll find that his opinion holds more weight than probably everyone else's here.

Sasuke is an antivillain. Whose role Kishimoto changes in order to keep the story going and give fans what they want. Be that for better or for worse in regards to his character development and its consistency or lack thereof. Kishimoto has made Sasuke into a complex character. How much you find that complexity to be well-executed, pointless, exciting, or anything else is entirely up to your own interpretation.

But, I agree. I've never found him to be intimidating or scary. Just upset. Too many people have rustled his jimmies in his life. That's not necessarily a bad thing for the story, though.
