As for your edit no, he wasn't out sped since the body part that got hit wasn't a body part kabuto accounted for. He forgot he had horns thus didn't make the extra effort to dodge so they wouldn't get cut.

Not really, that doesn't show anything of Naruto's or Bee's speed. Naruto wasn't using his speed nor was he really trying to fight Itachi to beat him, Itachi didn't want to fight either but he had no choice since he was being control. Naruto was talking to Itachi so why would he use his speed while trying to talk to him? You're also forgetting that Naruto gets his power from Kurama's chakra which Naruto used a ton in his training then he split his chakra 1/13th when he made 12 clones before meeting up with Itachi and Nagato. Bee wasn't using his tail cloak mode which gave him speed that made Sasuke ask Karin to track a Bee.
