No, amount of chakra and speed are not directly related, other wise Kaguya would have been much faster than Naruto.

By implying chakra specifically to their legs,Sasuke and Sakura increased their speed.Sasuke increased his speed enough by doing that to dodge Haku's needle attack and Sakura did so enough to land a hit on Ino - or maybe you don't believe the manga.I even posted the manga pages.Tell me,what they did.Did focusng chakra to their legs increase their speed?

No,because speed is based on stamina which is psychical energy.
Psychical energy does not rely on chakra.

Sakura can temporarily boost her strength with chakra and can do the same with her speed,(Which would rely on her chakra which she is never noted to have a large amount of nor is it noted to be exceptionally strong either)
so claiming she would be one of the fastest is absurd giving the fact that plenty of others naturally have more speed and chakra then her
already

And another thing why would sakura waste her chakra on a temporary speed boost ? She would have less chakra to convert to strength based attacks.

Sakura gaining more speed does jack for her let alone put her in the top 10

A is faster
madara is faster
tobirama is faster
rock lee is faster
might guy is faster
kabuto is faster
obito is faster
shisui is faster
third raikage is faster
kimmimaro is faster
