If Itachi can't land an attack on Minato (even because of ftg) he is weaker than him. Simple as that.

Minato can warp him out of it or warp it off of him. In a realistic situation, Itachi would need to maintain Susanoo the whole fight to not get blitzed by Minato and we know his stamina is low so Minato can evade everything in his arsenal with FTG while pressuring him to keep Susanoo on and drain him until hes able to kill him off.

No, not necessarily. Technically, no shinobi can really land a direct hit on Minato. That doesn't determine their overall strength.

While Minato was in base, Itachi was most likely the victor. However, the battle could have ended either way, seeing how fast Minato can travel. After he displayed the ability of HM though, Minato was clearly the victor. Technically, Minato was always since his title as a Hokage stronger than Itachi. However, Itachi's analytical abilities have always shown to grasp the upperhand in a battle.​
