I think the sharingan also helps by speeding up the persons ability to intake and process information..

I believe at its immature levels that when concentrated the perception of change slows down allowing them to analyze movements and fire the neuro-path ways needed to evade and attack openings.

Everything is slower including the users reactions, however the observed info is processed and sent faster therefore making it look like they know everything you are going to do...which they do...kinda

As for the mature sharingan 3T it can basically see what you are throwing before you do it...

but in all the users speed is only equivalent to their structure so they can still see it and get their ass handed to them if the opponent is faster than they are.

Yeah I've been thinking about this and how it works with Kakashi, since kakashi didn't have an Uchiha brain. Tobirama explained that the Sharingan is actually a product of changes within the brain of an Uchiha, so, in Kakashi's case, I guess it's the opposite? Meaning his eye changed his brain chemistry...? Kind of weird, but the only way it makes sense to me.

It seems very much like a bird's eye, it gives more clarity of vision and is much more sensitive to movement than a normal human eye. Makes sense too, given the Uchihas' constant connection to Tengus and birds.

It was also explained by Kakashi that the Sharingan's "precognition" is a trick based on a combination of that enhanced perception and an educated guess. For instance, against Zabuza, there was a slight delay in Kakashi's mimicry that Zabuza didn't notice. Kakashi wasn't predicting Zabuza's next handseal, he was anticipating what it would be. Think of it like this, Kakashi was basically thinking "Zabuza's starting to raise his two index fingers, so he must be using the Tiger handseal next." It's actually a real-life trick used by pros, in martial-arts and other sports.

The anticipation also seems to fare better with linear movements that can be more easily anticipated, as the Sharingan user still has a hard time dealing with speed since the body can't necessarily keep up with the eyes.

You could literally win every fight if you knew what the next move your opponent was going to use was, that however clearly isn't the case as evident throughout the series. They are using anticipation.
