1. Naruto- everybody knows why. it would have been better if it were just being unpredictable, but this guy has literarily has the best stamina of everyone by a very wide margin at that. he can easily outlast anybody in a 1v1. using kage bushin (a konoha forbidden jutsu ) like the uchiha use katon is no small feat. even tobirama could barely use 3 or so.
2. Madara - he's battle experience alone is second to none. being a fearsome one before even awakening his sharingan. also and incarnate. he's chakra pool is also very large. people shit on their pants just at the sound of that name.
3. Hashirama - the first shinobi to demonstrate the use of mokuton. he's cells/chakra is the essence of life itself. and the rate at which his power boosted all other shinobi's power including madara is a testament to his power. he has very large chakra pool (bar what was demonstrated by both edo versions) was stated by his arch enemy to be able to instantly heal himself with even weaving signs. taming tail beasts in also another specialty of his.
4. Minato - which ever version you wish is one of the most troublesome opponent you can possible fight in manga. he's coolness, calmness, speed and coupled with get insight and intellectual ability is indeed trouble some. though not very great in stamina. he can end alot of people (except those with rikudo power) in one shot. tobi, ay and killer bee are very good witnesses
5. itachi - what makes you strong is not just having power. its knowing the limit of that power and the right time to use it. also one of the smartest shinobi in the series, itachi is indeed trouble some and without any info on him will give people as strong as madara and hashirama a pretty good fight. his abilty to see through the weakness of a jutsu at first glance is as good as it gets. he's the one character you dare not look into his eye (well unless you're sasuke uchiha).
6. sasuke - very large arsenal and chakra pool. also a very smart dude can prove to be very troublesome. defeating deidara. (dont forget rinneblitz)
7. juubito - if you cannot use senjutsu then just hope for a very fast passing cuz even running will not save you.
8. orochimaru - talk of creepy. i mean guy can reincarnate or spit out himself whatever that his. took on four tails (kurama) without his hands. also as long as his curse mark still exist on someone (god knows how many people he's given) be sure he'll be coming back sooner or later.
