He doesn't look like a 19 years old at all, more like 14. He needs facial hair and some muscles.

Yusuke Urameshi is 14 and Naruto is 16, they both look older then Luffy.

Luffy is 5'8 according to Oda but that should be taken with a grain of salt. Whenever Luffy is standing next to someone (even if the person is of normal height like Zoro and Sanji) Oda makes him much shorter then 5'8.

Actually, most of the time Oda draws Luffy, he draws him as a midget. The only time he appears 5'8 is when he's fighting or in a serious mood.

For example when Ace and Luffy met in Loguetown they were the same height but in MF, Luffy was way shorter than Ace.

Well, Sanji is 5'11"
Zoro is 5'10"
while Ace was 6'1"
So naturally luffy is the smallest but I understand the point. Oda does have this inconsistency with size. For example look at Lucky roo's size across the series.
