Sasuke says in the VIZ he is only 'quite familiar' with the Rinnegan, meaning there's lots of room for improvements and development.

I highly doubt the Rinnegan gives you access to all KKGs, pretty sure that was just the Juubi itself, giving the Jinjuuriki that ability, due to it being the orgin of chakra. Nice point though.

It's implied the Rinnegan can use any technique, along with nearly any KKG. Madara used Storm release, etc. Sasuke will have access to all five elements and use any KKG ability he remembers from the past, after attempting to copy with the Sharingan. If Naruto uses Lava, he may be able to copy it (hypothetical, of course). On another note, Sasuke has the ability to use genjutsu without making eye contact, but rather in a single glance. He also has the ability to see the chakra points in the human body, meaning it's technically the same as the Byakugan in that regard. He can see through barriers, notice chakra signatures, etc.

dont be daft, sasuke has halfs of sages chakra which powers his jutsus up, nagato doesnt, he made 9 cts, nagato only made one. him using the bijjus as the ct core means he is well above nagato in ct usage. his techniques being on a smaller scale than nagato is complete idiocy especially when sasuke is much more powerful than nagato and has rikuodous chakra to boost his jutsu as well as the tomoed rinnegan.
