Running speed? Who cares about running speed. Sasuke has the ability to instantaneously pop up wherever he wants that's in his vicinity.

Sasuke couldn't remotely control all of the tailed beasts without chakra rods, that's why the tailed beasts were put back into gedo mazou when Naruto removed the rods from them.
Also, Naruto has better reflexes than Sasuke and will probably be able to dodge any of his S/T teleportation moves.

Sasuke is the first person to unlock his version of the rinnegan. It's unknown if Sasuke needs rods to control them, his genjutsu may be that powerful. I don't know, and you don't know. So I can't say it with full certainty, and you can't fully dispute the idea because you don't have enough evidence to back up your claim.

But I will give you that, Naruto has greater reaction timing and reflexes due to his SM mastery.​

Nonetheless they are currently sealed in that rock. Them being on some leash currently is your speculation. Not saying it's not possible in the future, but currently they are sealed in a rock, not on the battlefield ready to do Sasuke's bidding.

If that's the case, Naruto need prep time to shunshin. Which means Sasuke still appear instantly while naruto runs to the location... You can't prove Sasuke take more time to build up chakra.

That's not really prep. Prep is something that is done before a battle or something. Example making an antidote, making edos, planting KA into a crow, preparing poison in weapons, etc.

Naruto's KM speed was compared to Minato's FTG since all you see is a yellow flash. So Naruto's lower form moves at a speed that is instant. Naruto is the fastest in reaction, reflexes, and speed. Sasuke can only teleport instantly but attacking would be his speed which is lower than Naruto's speed+sensory ability and Sasuke still have to use his vision to see where he'll teleport to.

As for the Bijuus, Sasuke sealed them instead of use them to fight like Madara and Obito could do with full Kurama so his control is limited to only immobilizing them as of now or else there would be no reason to seal them plus a Yang Kurama was able to talk to Naruto while he couldn't talk at all when Madara and Obito were fully controlling his actions. Sasuke also doesn't have close to Naruto reserves while Yin Kurama can gather more chakra and Naruto have limitless access to natural energy so whil Sasuke's Senjutsu from the Sage runs out Naruto would only gather more. Naruto current have the advantage here since he didn't use the Bijuus Sasuke seal to fight either way, he has portions of their chakra already inside him.

Sasuke has EMS and Rinnegan, Hashirama DNA (boost in stamina), the little bit of chakra that Hashirama had left (100% that he used it up already in his fight since he used PS a good amount of time and Rinnegan jutsus would be costly if MS jutsus are), the jutsu Hashirama gave him which he said would be used on Madara who has his Senjutsu so most likely can only be used on Hashirama's Senjutsu, Sage Yin chakra. Naruto has his SM, Yin Kurama+portion of the other 8 Bijuu chakra, can combine both mode for Rikudo Mode (RM) which let's him fly and use the truth seeking balls, and "that jutsu".

I think you mean attacking speed. Sasuke moves faster, Naruto attacks faster.

He physically moves and attacks much faster.
