1. It would be a waste of chakra as it would be extremely hard for Gamabunta to hit Neji

2. There is no way in heaven above, that Gamabunta would fit in that small ass arena

3. If anything summoning Gamabunta against a small target would potentially work in the favor of the target (especially Neji with his fighting style) because then he could uses Bunta's large limbs as a way of avoiding a direct hit.

4. It would just make Naruto lose in the end instead of winning.
