An iq test only proves your ability to learn and if Sasuke took one I'm sure he would get a higher score than Shikamaru. He managed to tame lightning, mastered the way of the sword in a few years and has a fullproof plan to lead the future. What was Shikas greatest feat? Beating a 10 pack smoker in chess(or whatever it's called) consistently. Lol. Strategically Sasuke is alot better than Shika who needs to sit down and concentrate to think of a plan.
