Cause all of them are dicks (except Tsunade). Sasuke went into the Five Kage summit wanting Danzo who they denounced minutes earlier, yet they all started trouble and went after him. I can understand why the Raikage wanted Sasuke's head, but the rest of them were kind of dumb to get involved. Especially Gaara, thinking he's Naruto n shit. Raikage is the epitome of the shitty system. He values his brother more than his village that he owns which is wrong. He got all of his villagers and ninjas on the brink of war with Konoha because he was on his period.
