Is a Kage generally the same level as an MS User?

I was looking over the Kage Summit arc, and was pretty surprised at how well each Kage faired against an MS user (albeit a new one).

Would it be a fair statement that GENERALLY Kages are on the same level as someone with the MS?

Itachi stomps all of them 1vs1 with his ms and only A truly fought sasuke and he is the most powerful current kage that was at the summit and he would not have survived if not for gaara .
