I think as compensation for a very shitty death, Kishi has given Madara the nr 1 spot in the rankings.

Obviously Kaguya has more chakra as stated, but intelligence/strategic wise she doesnt come close. I dont even know if we should adress her as a Shinobi, since the lack of expierence. Its almost as if one normal villager obtained all the power in the world at once, and has no clue how to use it.

Also Madara has 2 Rinnegans which are far more superior than a pair of Byakugans.

Kishi Has already hinted that a complete Madara is unstoppable and that he doesnt know how to kill him. Kishi implied here that he doesnt know how to finish off Madara in a fair combat. This alone proves he stands alone on top, as he was forced to be cheapshotted.

Now, no disrespect to Kaguya shes obviously the 2nd strongest "Shinobi" sharing top tier with Madara, all thanks to Tamoe Rinnegan.

I will put my current top 10 here based on LOGIC. This should not be the main discussion as the question stays whether Madara will stay on top?

Maybe Sasuke or Naruto will end up with another powerup, but honestly that would be too much considering we already had like 5 of them recent chapters.

It was only stated Kaguya has more chakra than Madara, yet he was Juubi Jin so his chakra was "Immesurable" anyway so that doesn't even matter. Kaguya is very stupid and brainless, she would get outsmarted very hard by Madara, she may have more Chakra and Sheer Power, but Madara is so much smarter and has more "War" Experience as to fighting against Shinobies of his own level.

Technically he's the strongest shinobi [None have surpassed him yet], since Otsutsuki family were never actually shinobis [Kaguya,Hagoromo and Hamura]...

Madara surpassed Indra and Ashura [when he obtained Rinnegan]..
