Anyone who's read enough manga or watch enough anime, knows that the term "that man" or "that woman" is said to give a level of importance for the time being. It can either be a new or old the actions of whoever it may be will be an important focus of this chapter or even a turning point for the series.

You do , I don't , although you're right that he can go to war , I don't think he can be Hokage , remember what he said to Kakashi and Sakura : "useless" , that was a very bad talk for a leader , and that was wrong...
He is not good with team strategy , too egocentric and close minded , he needs to open his closed heart and mind to be Hokage , only time and life can do that.
That's why I don't consider him being a man yet.
