Was sasuke holding back?

After this chapter it seems to me that sasuke was holding back his powers. Its not like he unlocked him by saying he wanted a revolution or anything. With that being the case with CT sasuke could have sealed kaguya by himself because nine bijuu sized CT probably is about the size of the one that sealed kaguya.

Now the only reason to hold back is to not show naruto his true power so naruto wouldnt know what he is up against

And the real question stands how strong is sasuke and for all the haters who say naruto negs i think sasuke just closed that gap:snick:​

It's quite evident at this point that Sasuke was holding back to let Naruto exhaust himself and then take advantage of the situation. He even said as much himself.

he was learning how to use it properly but it was pretty evident that sasuke wasnt using his full strength then. he used ps, it got destroyed and then he used it again?? he said hes gotten used to it over the course of the war tho

This. Kaguya had the same abilities and it would be a waste of chakra to use his techniques to cancel hers out, especially since this was his plan.

Sasuke saying he was just then getting used to the eye doesn't say he was holding back against Kaguya. For crying out loud, he said the same thing when he first used his EMS abilities against that Zetsu squad. Idk how someone could possibly interpret that differently.
