Minato is faster by using teleportation. He can instantly go from Konoha to Sunagakure, for example, while Naruto cannot.

Naruto's raw speed is faster. I actually don't even recall Minato ever using his own speed, so i can't really say how fast he is, but by feats, Naruto is faster.

In the end, it depends how you and your friends perceive the word "faster".
