False. Totsuka was never hyped to pierce everything, just to seal anything it pierces.

Totsuka was praised as the ultimate offensive attack, and Yata the ultimate Defense. So if Totsuka does piece Yata, then it will seal it. If Totsuka doesn't pierce it, Totsuka will fail against it. It is pretty much unknown what will happen, could Totsuka pierce it or not? And they in first place aren't the strongest offense and defense. That place must go to Onmyoudon for Ninjutsu in general, without counting Sage techniques....
