anyone can be given power its just how you use it, for example

I choose to give the sage power to shikamaru and sakura, do you think that there arsenal is capable of using that power to its full effect, naruto had sage mode, naruto had trained to learn FRS and bijuu dama, he is capable of doing the stuff not only because of the sage power but because his arsenal is more advance than any other ninja, the same with sasuke.
