Since they both start in base, Jiraiya wins quite easily as Base Naruto without Sage Mode is quite easy to deal with.

With Fukusaku/Shima Jiraya has instant and permanent Sennin Mode while Naruto has to charge it.

Yes but the downside of it is that Ma and Pa take some time to be summoned whereas Naruto can make shadow clones and have them enter SM in a much shorter time. It isn't fair to restrict Jiraiya for no reason.

Anyway, Yomi Numa followed by Food Cart Destroyer should end this battle before Naruto gets the chance to enter SM.

No, it isn't. Jiraiya standing a chance in this match up is ridiculous. It takes time for him to summon Ma and Pa, while Naruto can enter SM in a matter of seconds. He'd wreck Jiraiya before he ever made it into Sage Mode. Even if he did make it, he still has the advantage over Jiraiya in pretty much every relevant field.

current base naruto is superior to base jiraiya. Not only that, but naruto just has to get one of his clones to enter sennin mode which takes a quick moment, and narutoʻs now in sennin mode.

Naruto would destroy Jiraiya pretty badly.

--Superior firepower to jiriaya regardless of his state, seeing how he can still fire off FRS or Rasengan barrages through his clones,to overwhelm jiriaya completely, not to mention that naruto has a big advantage in speed against jiraiya

--his SM mastery is also superior, as he can overwhelm jiraiya through frog katas, and ma&pas genjutsus wont work on naruto here either, meaning that jiraiya gets finished off by a COFRS

Naruto wins with mid diff at best. He has far more firepower, engaging Naruto in taijutsu would be suicide because JMan would get wrecked with Frog Kata strikes and clones, and he's got way better speed, reflexive, and evasion feats. FRS ends Jiraiya relatively quickly.
