Exactly. People call Hiruzen te greatest Hokage, but just remember Danzo was always working in the Shadows. The way I see it is this: Hiruzen is the man the Shinobi of Konoha die for during war. But Danzo is the man who sends them. Hiruzen gets tons of respect, while Danzo is just sort of cast off to the side as that douche of an ex-teammate to Hiruzen, and not as the guy who wanted to defend Konoha no matter the cost.
