kakashi is easily at a kage level, why ? listen :
he was always short on charka because he had a sharingan, and wasn't an uchiha, his chakra was non compatible with the sharingan that's why he was always losing stamina.
the real power of kakashi isn't the sharingan, it is his ability to adapt, like a cameleon (I don't know if it's spelled like that), he is made by kishi to be the perfect ninja, even his look is the most close to what a shinobi should be.
you give him a sharingan he adapts to it and uses it to it's full potential, just see what he did instantly with the 2 sharingans given by obito.
he is an non uchiha who awakened the mangekyu sharingan.
he discovered kamui by himself
you take it back he takes back also his pure chakra (not mixed by the sharingan), give him some time, he will use it, he will adapt as he always do, he will make new techniques.
just look at his fight with hidan and kakuzou, he uses ninja tools, his head, his strengh
now that he doesn't have his chakra consumed by the sharingan, this opens to him a lot of doors, give him a lot of possibilities.

That jutsu is yet to be seen in an open area. The only reason it worked so well against Sasuke was because it was cast in such a tight space. I'd like to see it being used in an open field, plus Kakashi can just hide underground.
In no way am i saying Kakashi definitely beats her, i'm just skeptical about that particular technique.

Without the Sharigan Kakashi now has more chakra,but No Sharigan no more copy cat Ninja, now He has to practice new jutsu the old fashion way, work.

^^ Exactly, Also the highest level of Sussano I see Kakashi being able to use is v3 Sussano. However even this ma be stretch, but ribcage Sussano and v2 full skeleton Sussano are quite possible and who knows Kakaashi could stay in it long enough. v3 Sussano would be last option and only for seconds.

He is Kage level, but without his Sharingan he loses to a good portion of the Current Kages. Ai, Ohnoki, Mei, and Gaara. He'd probably be the weakest Kage considering that the listed would still be in power at the time.

No Kakashi isn't Kage level, not in power or skills at least, base Naruto was said to be equal or surpassing Sharingan Kakashi when he only had his FRS at about 50% completed. Kakashi depended on his Sharingan for all strong ninjas, he even needed it to fight high Chunin levels like Naruto and Sakura in the bell test. Sharingan Kakashi was compared to Kabuto in part 1 who needed to use Tsunade's fear of blood when she was already stated to be rusty. Kakashi also said he let himself get rusty before Tsunade was introduced but he was at mid Jounin at that point and high Jounin in Shippuden beginning. Tsunade physically trained Sakura so would become less rusty plus she probably got back in shape during the time they were preparing for the war.
Kakashi relied on his Sharingan's precognition and still was having a hard time with Kage level ninjas so his skills will lowered without being able to read or predict moves. Tsunade is a medical ninja who also have a 1 hit power. Kakashi can't even use his Lightning blade effectively since he'll be open for counters and Tsunade have faced or was willing to face ninjas faster than Kakashi such as Orochimaru, A, and Madara. Kakashi would try to fight long range with ninjutsu or try to use shadow clone feint which lowers his chakra. Tsunade already showed she can power through most ninjutsu as she punched Madara's powerful Katon jutsus no problem.
She can punch the floor to destroy the clone and Kakashi if he's hiding underground. She was the one to train Sakura who was able to analyze her surrounds and figure out Kakashi had to be underground. Also Tsunade is skilled in evasive movements as she taught Sakura this who used it in Sasori, she only didn't use it on Madara since he's way stronger than her and the other Kages while Kakashi is below her. Tsunade can also use poisonous weapons as Sakura shown to use or sleeping gas. Tsunade taught Shizune everything she knows and Shizune taught Sakura the poisonous kunai.

which could very well mean the Sharingan, which I will admit was Obito's.
But the Susano'o does not belong to Obito, it's definitely Kakashi's, seeing as how Susano'o is a physical manifestation of ones Chakra, and it's clearly his due to the fact that it has the same exact scar as him. Madara and Itachi have both proved that the activation of Susano'o does not require the Sharingan. You only need the Mangekyou Sharingan awakened in both eyes to awaken the Susano'o, not to activate it. Now, theres no sure chance that he still has it, but unless there's anything real suggesting that he lost it, I'll believe that he still has it
Intellect wise, yes. Not all the kages are smart anyway.
Power-wise, he was barely kage-level with MS, now he has no sharingan at all. He's weaker than he was when the series started. He's not even close to kage level going by his power alone.

This sums it up. He would be the best choice for administrative stuff. When it comes to power he kinda sucks. I remember when he told Naruto in his nature mastery trainings, that he (Naruto) possesses four times more chakra than him (Kakashi).His wisdom and thinking yes.... power no
Scar is irrelevant, because Sasuke's Susanoo has horns and a goatee.
Physical manifestation of Obito's chakra, because Obito's chakra is what had rikudou chakra and not Kakashi.
Kakashi didn't use Susanoo without Obito eyes/chakra, and that much isn't going to change.
Since it is not his in the first place.
