Orochimaru is obviously the strongest with Edo Tensei. Tsunade is obviously the weakest. I guess that puts Jiraiya in the middle.

Kishimoto always presented them as roughly equal, with their different strengths playing important factors. This makes sense too because in Japan, Snake > Frog > Slug > Snake, basically their version of Rock > Paper > Scissors > Rock.

Jiraiya's SM was not so impressive. I would put him last. Assuming the fact that a fight would ensue and take orochimaru unprepared to gather his DNA samples for Edo Tensei, he would fall before Tsunade, not without putting up a god fight though.
So my list is:

1. Tsunade
2. Orochimaru
3. Jiraiya.
