Kakashi is kage level even without Sharingan

I think if Kakashi had never received the sharingan that he would have developed different techniques that were extremely powerful. However, since he had the sharingan he chose to develop that, both for his own power, and for Obito.

All without Sharingan, pretty sure he's kage level without sharingan. Now without the Sharingan he can fight longer and use more attacks since its not constantly draining his chakra during a fight. He's still stronger than a majority of the ninja out there. People seem to forget this was a dude who was a jonin at age 12 and has only improved in the past 18 or so years.

He has the smarts and wisdom to be hokage but Kakashi needs to be able to defend the village against any attack.

Maybe if we'd get to see the full extent of the 1000 moves Kakashi copied, everyone would agree to that but he still had great intelligence, great speed and a wide arsenal. So I do think he's Kage material all the way around.

In terms of raw skill, kakashi is perhaps the best fighter in the manga. Easily kage level in terms of fighting prowess, and potentially the BEST hokage in terms of brain power

Intelligence/wisdom-wise he's definitely Kage level, in fact, i'd say he easily surpasses every single one of the current Kages in terms of strategy and analytical abilities.
