Was Ay the Raikage when the cloud tried to steal the Byakugan, so they kidnapped Hinata?

If anyone forgot what the Hyuga incident was...After trying to kidnap Hinata, her dad killed the captor who was a cloud shinobi. The cloud demanded that whoever killed him should be handed over to the cloud. Which is when Neji's dad decided to go in Hinata's dad's place.


If Ay did this while he was Raikage, and Orchestrated this whole thing to happen...talk about fast character development lol over the course of a 3 day war.
