First, let's take a look at the definition of neutralize.
Neutralize definition:
"Make something ineffective." Now, what has those properties? That's right! The Yata Mirror!
The Yata Mirror renders any attack ineffective. Now, let's take a look at that definition!
Ineffective definition:
Now, you might say that Omnyoudon is the neutralizer. You would only be partially correct. Omnyoudon only neutralizes Ninjutsu, but any Ninjutsu enforced with Senjutsu is unable to be neutralized.
The Yata Mirror however can render anything ineffective. In other words; neutralize ANYTHING, even when in the face of A GOD'S POWER.
Kamui does not work. Kamui's most notable feat is intangibility, or being intangible.
