Yes Sasuke is definitely way better in Character development than Naruto. Sasuke becomes well developed when he start to change due to Itachi influenced him ever since the war arc which most people failed to realize that it actually shows his maturity when he decide to protect Itachi dreams for his village and move forward to his new goals by restoring the Uchiha clan instead of invading the village. Sasuke key mind is all about his deep love for his brother Itachi and his clans and seeking the truth, and if he attacked the village, this shows he's childish with his arragonce& emo persona which I personally despise, and everything that Itachi protected will lay go to waste. Everything about Naruto irks the shit out of me, I hate him so much
Tbh, Kishimoto is just being sloppy nowadays. I bet he is just trying to hurry the series along so he can hurry up and have his honeymoon with his wife. He could possibly care less about this story.
He went back to the village thought. he could've went straight to them elders and be like "why you do that?" or "You people are wrong!" He didn't do any of that. Spare me the "It wouldn't matter and be a waste of time" speech. He should've done that so everyone in the village would stop looking at sasuke as villain. Even when the other teams asked naruto why he didn't kill sasuke when he was weak, he should've explained what's going on. He kept it to himself and allow them to look at sasuke as a bad person.
Or he could be under pressure from his editors to finish it, or there may be other circumstances we don't know.
He has been writing the story for a decade, I think he is hitting his limits at this point.
That would just get him arrested, they wanted an excuse to lock him up anyway.
On top of that he has no proof, all the Elders would have had to do was say that Naruto was trying to protect his friend and everyone would believe he was having an emotional break down.
The very reason he didn't tell his friends was because Kakashi and Yamato told him not to, they have no way to prove it and just tossing around secrets like that would be dangerous.

Kishi spread himself too thin with this war, too many characters & subplots leaving many plot and character developments half-baked.
I think it has to do with that he wasn't planning a war arc, as I understand it he was told to do one on advice from someone else.
He came into it unprepared and had to work in his remaining plots, he shoved it all into one giant arc.
I don't think his editor would care when he finishes. I mean its one of the most popular series in the world and if Kishimoto wanted to keep going I am pretty sure they would let him seeing how it would only bring them in more money.
Kishimoto's writing was still good even after his dad's death..........in fact he made the chapter "Because I am his father" just to have Minato Epic Fail by giving the Kyuubi to BZ and therefore failing his son.
I really think Kishi is just tired of this story.
Actually, the war was pretty good till The Juubi jinchuurikis came. It shouldn't be that hard since he only seemed to focus on a small group

For 1, naruto don't give a **** and he do whatever he want. Getting arrested is a joke to him. His lil talk-no-jutsu would've made the elders feel guity, so he should've done that.

Naruto isn't aware of some magical TNJ power he has, he just does it when he is in battle and he backs it up with actions.
What was Naruto going to argue, that they should feel bad for putting down a rebellion and stopping a world war?
First they would deny they had anything to do with it and second, most characters think that Itachi did the right thing.
Naruto has nothing to argue against them over, and on top of that he doesn't even know who the elders are.
Maybe you don't realize this but Naruto has never met them and has barely heard of them.
He only knew Danzo made Itachi do it, and Danzo died before Naruto got back to the village.

I know I shouldn't compare authors, but there is OP, Hajime Ippo, and even Detective Conan are series that are still continuing and they r even longer than Naruto and are still ongoing. If Kishimoto truly cared about the quality of his work and he is reaching his limits then he should follow the example of other authors and just take a break, but the only breaks Kishi takes lately r company mandated ones which means he is rushing

I think its too close to the end for him to take a break, and he was doing pretty well before.
That may be why he is doing this Birth of a New Era Project, so he can finish any plot lines he left untouched through movies and anime.
That way he can finish the manga but keep the story going.

It gave the manga a final boss, and he can use whoever Kaguya was building the army to fight as a villain or as part of the story.
After all with Naruto and Sasuke having god like power they are going to need some big time new enemies to fight.
He can also work her backstory as a origin for other situations that may come up.
