What was so special with Danzo?

Seriously, before he had all the Uchiha eyes and Hashirama cells implanted he was a rather fodder ninja?
How did he make the grade to become leader of ANBU and Hiruzen's General?
It's manaphax that he was a coward even at a young age, the agains Sasuke he only showed some lame winds style jutsu.
Without Hashirama calls and Uchiha eyes he is a complete fodder.

So why all the power given to him by Hiruzen?

EDIT: Even with his powerups, he isn't so special. Danzo died like 15 times to sasuke. Without izanagi, he isn't kage level
