Why did Orochimaru want to learn all the jutsus in the world?

Even if he learns all the jutsus in the world, it wouldn't matter. He doesn't have the best speed, strength, intelligence, durability, and reaction time in NV. So, there will always be someone who can open a can of whoop ass on him.

Well if he knew every jutsu, he wouldn't have to be the fastest/most durable/etc. With knowledge of every jutsu, he would have a counter for any and all situations. He would know the strengths and weaknesses of any jutsu that an opponent used and could effectively and efficiently counteract them. That would make him just about unbeatable to anyone that doesn't have a unique Space-Time jutsu (ie: Obito or Minato)

Orochimaru's philosophy in life was that the one who knew the most in the world was ultimate. It's not about being the fastest and defeating everyone, it's about understanding jutsu, chakra and the entire world, everything there is to know, something no one else have done.

Mastering all jutsu would make him the ultimate being. In order to master all jutsu, it would require him to be able to access all kekkei genkei and all secret ninjutsu. He would be the fastest, strongest, smartest, wisest, most versatile, most powerful shinobi to have ever existed. Think of every jutsu that has been shown already. Now put Orichimaru in a situation where he has all of those jutsu.
