Yhwach and Jugram are different sides of same coin. Yhwach power depends on the number of souls he absorb, so he can end being very strong if he absorb much souls, but if he don't absorb, he will end being weak.
I believe, Jugram will be something silimar. His powers depends on the opponent. He is "Balance" so if he fought strong opponent, he will be balanced with that opponent, if he figth weak opponent, he will also be weak, just to make fight fair and balances.

The anime is great, but is full of fillers. If you watch it, avoid the fillers. The manga is pretty great right now. I'd say they're equally good.
