Think about these feats . Some from many chapters ago to now
Previously, this was one of (if not the single most) Sasuke's most impressive shunshin feats. Deidara (who, like Sasuke, has a 4.5 in speed in the most recent Databook) was almost caught by a good 20 meter shunshin. Sasuke continues to show off his speed in that fight, even dodging point blank explosions on multiple occasions
After which, Sasuke shows his speed against Itachi (one of the only 2 characters to have a full 5 in speed, ) HERE, he shows that he can speed blitz even one of the Crow Clones. After meeting up with the real Itachi, Sasuke has shown to be able to keep up with any speed that Itachi showed. the fans get confused of, though. Sasuke's eyes never missed Itachi's movements. But Zetsu did comment on the speed of Sasuke's hand seals , indicating that Sasuke could plainly see and even counter Itachi's "teleportation-like" hand seal speed.
Sasuke's sub-par match against Killer Bee led many people to believe that Sasuke wasn't up to par with the new higher Tier shinobi. That is not true.
First and foremost, it should be recognized that Sasuke was still ailing from his fight with Itachi. Second, Sasuke never once had problems keeping up with Killer Bee (in terms of speed). Sasuke was perfectly capable of keeping up with even Killer Bee's enhanced speed (and could even travel a longer distance than Killer Bee did in roughly the same amount of time). Killer Bee also makes a comment about how powerful Sasuke was as an opponent.
From there, Sasuke doesn't have too many more speed feats until his EMS reveal. The only noteworthy reactionary feat he has is blocking Mifune's Ein
But since acquiring the EMS, Sasuke has gained better feats under his belt. He immediately begins by showing a new long range shunshin . Then, he reaches Sakura even before KM Naruto does . He's also shown to be fast enough to intercept Juubito's attack on Naruto, even from a sizable distance.
But his best feat comes against Rikudo version Juubito. Since saving Sakura, Sasuke was fighting alongside KM Naruto, and keeping up without problem. But after Rikudo version Juubito appears, Sasuke fights alongside BSM Naruto. HERE and HERE we see the pinnacle of his feats. In the first link, he have clear confirmation from Naruto that, even in his BSM form with its heightened speed and perception, he was having trouble catching Juubito because of his speed. When Naruto does finally manage to adjust to his speed, Sasuke does the same thing simultaneously. Naruto, with the speed boost of BM and the perception of SM was matched by Sasuke's EMS precognition. Sasuke's reaction speed and timing was on par with BSM Naruto's reaction speed and timing. Madara also states that Sasuke's EMS design (a Choku-Tomoe/Straight Comma) is what gives him this advanced precognition, and helps with his movements.

Current EMS Sasuke has the reaction speed to keep up with BSM Naruto (which can match even Rikudo Obito's / Madara top speed), and the movement speed to keep up with KM Naruto.
