He would still be strong. He is still very fast and a master at fuinjutsu. Minato is a genius if he didn't learn FTG he would have learned or developed something that would make him kage level. Maybe he would have mastered his SM better.

i dont think hed go down in rank hed just be strong in different ways. we would see more seals and mabey a better sage mode,he may have taken more after jiraiya had he not had ftg. he could have been more toad summon and sealing oriented combined with raengan barrages,infused wit an element perhaps.
