In power? Or weakest in leadership? Here are all of the kages with feats: 3rd and 4th raikage, 2nd 4th, and 5th mizukage's, 2nd and 3rd tsuchikages, 3rd, 4th and 5th kazekages, and all of the hokages. I think that the 4th kazekage was weaker than any of them because (although he had metal release), he didn't have a large arsenal. How much gold do you even think is lying around? Maybe Tsunade, but I think she beats more people than he does.

Hiruzen? Don't troll. He's confirmed to be the strongest of his generation, which includes both the 3rd raikage and 3rd tsuchikage (and it appears that trollkage was active during their reigns).

4th kazekage he's had enough screentime. Goldust> iron sand> sand but we only got 1 page of him using it. Logically he has potential to be the strongest kazekage but all we got from him is 1 panel defeat by oro, 1 panel tech, sealed by gaara instantly.
