What level is Kakashi now?

He not only lost his Sharingan, but his Raikiri as well. All that he has left that we know of (combat ability wise) are his sommons + basic jutsus. Jonin? Probably still. Kage? Not even close.

Haveing it and beeing able to use it are 2 different pair of shoes. Raikiri without sharingan is a flawed jutsu, since Kakashi can't follow the enemies movement without sharingan, wich might lead to him hurting himself while using Raikiri.
Minato even told him to never use it again for that reason when he first showed it off.

He still has lightning type chakra and he is a smart guy, so he will figure something new out - no question. But Raikiri? Consider it gone for the time beeing.

The sharingan just allows him to perceive his enemy's counterattack. It has nothing to do with enhancing it's piercing capability.

still can be used with clone-feints. The issue without having the sharingan is the tunnel vision when charging straight at the enemy.
