All the Hokages have gotten closure as edos before going back to the Pure World.
Hashirama got to meet and quarrel with his best friend one last time.
Hiruzen got to protect the bright young flames of the Leaf once more.
Minato got to be with his son and spent time with him.
However, what of Tobirama's closure? I think the reason Tobirama was not shown going back to the afterlife is because his closure will be killing Madara once and for all.
Its no coincidence that Kishi drew Madara on the ground in the same way he was originally supposed to die 100 years ago with Hashirama over him talking about friendship and whatever
Madara was meant to die that day by the hands of Tobirama and all of this could have been avoided, this was the natural order of how things were suppose to go until the reincarnates (Ashura/Indra) stepped in.
Kishi does the switcheroo on us then. First Tobirama over Madara and then Madara over him
However finally, balance is restored as now Tobirama is once again standing over Madara and I think he will kill him. All the Hokages and lived up to their promises they made on their monuments except Tobirama
Tobirama was sure he'll kill Madara once and for all and this is his closure. To once and for all put a end to the wicked evil Uchiha curse that has survived for so long. Dr. Tobirama will finally cure the world of this curse and go down in history as the man who trolled Madara by stomping his brother and Madara forever hating and wanting to kill him for it (which he never achieved), then returns to finish the job and trolling once again, killing Madara for good.
