The Bijuus suffered a stigma where they were simply seen as monsters and mindless forces of nature which villages wanted to harness the power of and weaponize. The point of the Jinchuuriki were to put these unnctrollable creatures in the bodies of shinobi that could be controlled.

This is a new era though, the era of Naruto. He'll make sure that they are viewed as sentient creatures with no real harmful intentions and usher in a world where they, and all nations, live in peace. No doubt.
