Kaguya's IT

I was wondering if anyone had an explanation/theories for the White Zetsu's being part of the Kaguya's IT, if IT takes the moon to reflect off of? Wasn't the Moon Created by Hagoromo inorder to seal Kaguya? So how did she trap all these people in the genjutsu to change them into WZ with out the moon to reflect off of?

Just interested in theories and possible explanations I may have missed.

Please refrain from the mention of a$$ pulls or plot holes.

The moon was used to help break the seal, if I had to guess - if I remember right, Hagoromo said, "It was a gruesome eye power, which she used on people," meaning to imply she could do it singularly. (Sorry if it's not accurate, going off the top of my head.) From that, we could guess that she basically did it to whoever pissed her off/annoyed her.
