I know fans wouldn't like it, but for leadership purposes it seems pretty balanced. You have Naruto who has an optimistic view on things, has a merciful nature, and who tries to aid anyone in anyway he can, but lacks leadership skills and maturity.

Then you have Sasuke who has the analytically skills for problem solving, a realistic view on things, has the maturity, and thinks twice before doing things, but lacks the compassion and relatability that Naruto has.

As co-leaders and with the help of the council, they would have the perfect leadership system imo.

Nope. Never going to happen. They don't put psychopaths as Hokages and Kishi isn't retarded enough to introduce Co Hokages so it wouldn't be very possible for Sasuke to achieve this (although there has been an exception to this rule such as Danzo but he wasn't really a psychopath just a really power hungry fanatic with corrupt ideals of protecting his village)

It's bullshit and I won't entertain the thought. From the beginning Naruto was the one who wanted to become Hokage, it was his dream, and now we're 690 chapters in I expect him and only him to become Hokage. If Kishi makes wait him for Kakashi he can go f-ck himself. I won't mind if Tsunade stays on as Hokage for a few more years, but I won't tolerate Kakashi as Rokudaime at the last minute because Obito, of all people, told him to do it. F-ck that, that would be a gross insult to the fans.

You kid but Sakura is Kage material, easily. Team 7 might as well be called Team Kage.

It would not be balanced to have two Hokage at all. Divisive decisions would only lead to tensions and political blocks. It's recipe for a disaster. As it stands, the Hokage has his advisors that are voices of reason and provide insight when he needs it. Naruto will Shikamaru and others in the village to help him out. If mercy is not an option, then he will do what he has to.

Sasuke is neither qualified nor wanted as Hokage. He will be fortunate to be spared the death penalty. You are utterly delusional if you think Hokage is in the cards for him.

Naruto does not lack maturity. He is capable of gravity when the situation requires it - like Hashirama. Leadership experience doesn't matter in the grand scheme of things seeing as neither Gaara nor Tsunade had significant, if any, leadership experience before they became Kage.

That's because one of them was a power hungry maniac.

OT: I suppose it would be ok, administrative, politically and leadership wise. However, plot wise it would be shit. Being Hokage is Naruto's dream from the start. Sasuke can't come in like nothing happened and claim the spot.

Bold (removing all your personal bias)
You said two leaders would be unbalanced because of decisive decisions and tensions. You forget about how the hokage has to address the council when making big time decisions. Similar to how a democracy works. Naruto the president, Sasuke the co-president or vice president, and the council being congress. These sorts of government systems exist, and they're not as hectic as you try to portray them as.

Also, Gaara has the leadership skills, the intellect, and the strength to become kazekage, he was only inexperienced. But most kages are inexperienced when starting out.

Tsunade had the experience, the strength, and the intellect to become hokage, even though she was not the best choice, she managed.

Neither of the bold statements are incorrect.

Having more than one leader with the final say is inefficient, and thus counterproductive. The Hokage can still defer to his advisers when he needs to, but when a judgment call needs to be made, he can't be challenged by someone else with the same level of authority.

Tsunade had experience as a shinobi, but she knew nothing about leading a village. Gaara never demonstrated any significant leadership before becoming Kazekage.
