[Theory] Kaguya let the 10 tailed beasts separate

Hagoromo took the chakra of the ten tails and split it into nine different tailed beasts. Then, he performed Chibaku Tensei to seal the body of the ten tails in the moon.

I always figure that sasukes seal did the chibaku tensei while narutos separated the beasts

Because the 9 bijuu were sentient, where as before they were just chakra. The split because they had an opening when Kaguya was being sealed.
