Did Kishi Underdevolop Konoha Characters or is Tsunade, Sakura really Weak in 1v1

In Anime and Manga it is believed to be Sakura> Tsunade
And i kind of believe Tsunade could win vs most Konoha characters who took Chuunin exam in part 1
I just find it weird if Sakura would surpass Neji,Lee,Shino,Tenten, shikamaru and even Sand Village Ninjas
During Chuunin Exams Sakura was lower than Kiba~~
Did Kishi Make these Characters sit on their Arse for 2 years or did he not want to develop them or Is Sakura Now considered a GENIUS?:dunno:

(Naruto and Sasuke are exceptions cus of destiny and they needed to get stronger)

Survived? She wasn't fighting that much. And as for the fighting that she did do, Neji could've done the same. She only got one hit on Kaguya and only did so cause Naruto and Sasuke had her cornered. Sakura isn't a 1v1 type of ninja. Thats like playing an rpg game and saying the cleric/ healer character> the knight in a 1v1 cause the healer survived longer than the knight.

Tsunade lifted Gama's sword.... and strong punches alone doesn't make her stronger than Lee or Neji
