I think the design is fine. It's not like a person can't have their hair done a bunch of different ways in a short period of time. The Gutsy Ninja version still looks older than The Last version. He might still end up looking like that.

I'll tell the truth. Naruto not as old in the movie as he is in the manga pages. He is probably 19-21 in the movie but in the pages he is at least the age of jiraiya when he traveled.

The fact is that what makes naruto look bad is the gay obito hair. What i mean to say is that his hair literally got shorter than his current hair is in the manga these days. Personally he doesnt seem grown up at all, in fact slightly younger.
