How many times has the manga taught us that true power doesn't come from jutsu or whos prime.
Chiyo and Sakura were the worst possible matchup for him. It could also be argued he let them win though. I'm sure Chiyo made a remark about how he anticipated every move but somehow let that one finish him.

if that were true, Suna wouldn't already be on their 5th Kage. It's only because of Chiyo that they weren't put in a position to be the first of the 5 major countries to be on their 6th Kage.
