Obito isn't the type of person to give a shit about his code of honor. He used Nagato like a pawn, planning to have him gather the bijuu to make his own dream a reality, only to find out Obito didn't give a shit about his dream, ultimately trapping Nagato in the Infinite Tsukuyomi, or leaving him dead after Rinne Tensei.

Obito wouldn't care about some stupid pact to leave Konoha alone. Not if that prevented him from completing his goals.

Yes, but Nagato had a very different dream that he wished to become reality. If Nagato had wanted IT, then he would have tried to invoke IT.

That 'hidden secrets' argument is simple, not the way OP described...

Itachi is excellent at analysis, one of the best in NV... If Itachi had full intel on Obito, he might have developed a way to overcome it...

And that 'Konoha is no longer off-limits'; I think Itachi had a pact with him not to touch Leaf and something tells me that Obito was the stronger party and Itachi had to do this or he was in a disastrous situation...

I explained the bold in the OP. It's the basis of why Obito was afraid.

Yes they did have a pact, but the rest of that is fanfic.
