Which non sharingan people can cast genjutsu? and isnt sakura originally a genjutsu user, maybe she will have another powerup if there is a new era or in the movie?

Kurenai is a genjutsu specialist, Shi used genjutsu on Taka, Rin was placed under a genjutsu 2x by rock and mist. Kabuto used genjutsu on everyone in the Chunin arena. Ma and Pa use frog song. Tayuya used sound genjutsu with her flute. Kakashi put Sakura under a genjutsu without his Sharingan. Hashirama as well.
