Is the Rinnegan a mix of the Juubi Eye (No Tomoe) and Byakugan?

The color looks like a darkened Lavender and it gives you access to 360 vision without turning around. So I think it could be a mix of it.

During that Pein fight, it's been said that the Rinnegan can look everywhere including behind without even turning around....

That was when there were six Pains to watch every direction

All of the pains were looking at different areas. Their eyes were all linked. The rinnegan doesn't give you 360 vision, but that jutsu does.

whoops... well regardless, the Byakugan still relates to the Rinnegan and Juubi eye like how the Sharingan does.

The Rinnegan doesnt give you 360 degree view, Nagato just projected his rinnegan into the Pains so they would share vision.

That's because they have shared vision. Think of it as security cameras. Have each focused at a single camera at every angle and there won't be a blindspot for the security guard that's watching at that single camera.
