That's like asking who was Arlong's right hand man. The answer is simple. If the manga never presented someone as his right hand man, just like for Arlong, it would simply means he has none at the current moment and that all the elite executive are supposed to share the same authority. He did say however that he intended Law to be that and his previous if he had one was likely to have been Corazon. Any other answer is just fanfiction

Not true. Vergo has been hinted to be his right hand man several times.
1. Called his most valued subordinate
2. Doffy called him his partner
3. Only time Vergo showed emotion other than anger was with Doffy
4. Was Doflamingo's longest working soldier, even before the other executives.
Law's statement alone should confirm it really.

Even if he doesn't have proof or can't show you a can of vergo being his number two. There is still MORE evidence in favor of vergo than there is any of the seat holders to be the second in command.
