I meant reviving someone who had already perished and have been surpassed.
I've seen people ask why Natago didn't revive J-Man, mainly because he didn't belong in that world anymore He had already accomplished all he needed to do Naruto Surpassed him and in an essence Jiraiya defeated the Akatsuki by Naruto.

The Kages aren't actually alive they are just assistance from the "Pure Land" after this is over they will go back to where they are supposed to. Hagoromo and his family weren't necessarily Humans, they were more of Demi gods and were able to transcend death and reincarnate into others.
