We all know that whom ever it is, they can't be as powerful as Kaguya.
So the only explanation is that Naruto and Sasuke (if featured) are downgraded in power but probably refined in skills.

Often in these kinds of stories the demise of one evil gives freedom for a totally different, previously unknown evil to rise. I suspect that the New Era project will be the entre of some new challenge as some of the characters grow and mature in other ways.
