I've been having this thought in my mind, and while there are other things I personally want to see maybe instead, I still want to put forth this idea. It's possible everything I say here will be proven wrong, but it's a theory and it's purpose is to theorize what can happen, so I think this was pretty interesting and want to hear your opinion on it. Enjoy.
From the recent chapter it seems Kaguya is now sealed and defeated for good. But even with this, there is a weird feeling to all of what's going on. Perhaps a premonition, but something feels off with Hagoromo.
I'll get straight to the point:
Hagoromo's ultimate plan is to return to the living World and rule over everyone.
This is probably his idea of "peace". Hagoromo knew that Juubi would be revived and he first needed to eliminate Kaguya as she was the only

and her will (BZ) was still around. Hagoromo needed the Juubi to return so he could return in the form via the Chakras combining:

Next, Hagoromo's "Yang" Power (the one passed to Sasuke) isn't essentially his to begin with. Kaguya's memories showed that Hagoromo and Hamura both worked together to seal her using their Yang/Yin

So it leads to the question as to how he obtained the Yin portion?
I'm starting to feel that Hagoromo betrayed his brother in order to:
- Take his Yin power from him, allowing him to Utilize both Yin and Yang
- Eliminate the only man that could possibly threaten his plans, and ensuring the secret would not get out
- Proceed to shape the world in his image under the guise of "Ninshuu"
Having both Yin and Yang was very important for Hagoromo, as this could give him the power to make imagination a reality, the power of Creation of All Things.
This gave him endless possibilities, as he create form from nothing (Inton/Yin) and instill life into that form (Yoton/Yang).

Hamura Ōtsutsuki:
After sealing Kaguya, Hamura was the only one Strong enough to go up against him. I'm sure Hagoromo and Hamura discussed their plans of the future and it's very possible that they disagreed over what to do. It's possible they even ensued in battle, Kaguya did see them within Naruto and Sasuke after all (whom are destined to battle as did their predecessors)
But Hagoromo had the Juubi's power and Rinnegan on his side, Hamura did not.
I believe that Hagoromo sealed Hamura, but I will come back to this at the end as it's very important.
So Hagoromo would end his own brother for his dream of "Peace", thus erasing his name from history. He'd alone go down in legends as a savior of the world and a God, winning the hearts of the people instantly.
And to ensure that word of Hamura never got out, he initiated a special plan to ruin the prosperity of Hamura's lineage:
But Hagoromo knew that this would not only instill fear, but create Corruption for those within the Hyūga clan that would seek power. I believe he may have went to the elder son and offered him this power in return for keeping the Truth a secret. The Elder son would never tell anyone the truth and would die with it.
This would then create the Main House who would abuse this power against the Branch family; unbeknownst to how everything truly started, the Main family would pass down this jutsu for their own power/security.
Thus this technique continued within the clan indirectly until Hamura was totally forgotten and erased with. Any possible relation the Sharingan would only become Urban Legends as well.
Others would then try to imitate something familiar to this, and this would in return create similar Cursed Seals to hide a secret, such as the one used by Danzo.
Orochimaru would also create Curse Seals, but rather for power and Senjutsu (as well as Consciousness links)
Also, it is well known that one thing Kaguya symoblizes is Eve/eating the Forbidden fruit of the God Tree. Naturally Eve had 2 important sons,the Younger son Cain, and the Younger son Abel. Cain killed Abel, and if Hagoromo attacked Hamura this would symbolize that legend as well.

I think it's possible that Hagoromo used this to keep the immediate family of Hamura quiet. I'll also suggest that Hamura had at least two sons who had the Byakugan. Any one who dared to tell the secrets/truth would be killed with this technique.

Leading the World:
With the real history left secret, Hagoromo became the hero for defeating the Juubi.
Hagoromo was the only one left with power and that probably added in making him corrupt with it, as ironically mentioned by himself
With Hamura out of the Picture, Hagoromo was free to spread his Creed and create his Utopian society.
The people already worshiped him like a god for defeating the Juubi, but Hagoromo wanted a way where people could connect their spiritual energies with him and accept him as the leader. So he created Ninshuu.
Hagoromo's idea of Ninshuu was that, by connecting People's spiritual energies they would understand him.
But naturally People instead connected their own Physical and Spiritual energies, kneaded Chakra, and used Ninjutsu.
Hagoromo thought this would work to his favor but he screwed up big-time and was the reason for the populace using Ninjutsu.
The knowledge he wanted People to learn in order to follow his Ideals went instead to contributing Ninjutsu
I believe that at this point Hagoromo thought he had failed and realized he could not be the Over-ruler (as he probably wanted to be). Everyone was caught up in Ninjutsu rather than loving him. He also probably realized that even if they did connect then people would still have their differences, ultimately preventing him from controlling everyone.

He went as far to create/shape the World in his image with the Nunoboku Sword.

Hagoromo already had acquired Creation of All Things in before just in case a situation like this arose, and having both Yin/Yang to use COAT proved very beneficial to him as he formed the Bijuu

He also says that they will be led properly unlike when they were inside him, which could refer to Naruto or to himself during his second coming. The important part is that the Bijuu love Hagoromo, they do not suspect him of any treachery either.

Then Hagoromo left behind the tablet knowing well someone would try uncover his secrets. He planned for this. Hagoromo told Naruto he did it to prevent/guide people not to seek power and the truth. But if he really wanted to avoid this, then he would've never created a Tablet in the first place. That would be more logical as no one would know how to awaken the Rinnegan and its memory would be erased over time. Even if some did pass on the fact they've seen it, over history it would become Myths or talks of Mutation.

Lucky for Hagoromo, Black Zetsu spread up the process for him by altering the Tablet.

Take notice that Black Zetsu mentioned he only altered the Tablet ("Hagoromo's Rubbish") slightly, suggesting that Hagoromo really did write how many of his secrets could be obtained, which makes sense considering Madara learend the Rikudou's Kinjutsu.

The Tools of the Six Paths
Now the most important Part, earlier I said I believed Hagoromo sealed Hamura. Well I believe he sealed Hamura with the Rikudou tools, or specifically the Bottle/Pot (Kohaku No Jehei&Crimson Gourd together) (Credits to Sparks for pointing it out)

Madara spat out these tools for a reason, since Plot will use them to defeat the last enemy.

Madara's Rikudou Head-piece also "just happened to fall Near the Tools"

I think it's possible that:
- The Pot does not let anything out since it has a lock on it that can only be bypassed via Hagoromo's Chakra
- Madara's Rikudou Head-Piece has Hagoromo's Chakra
- Therefore this will unlock the Bottle/Pot allowing Hamura escape.
- Hamura might also be able to react to it as well
Hamura will also help stop Hagoromo by possibly giving power, a technique to stop him, or fighting him with the Naruto/Co. as well.
I also had the idea that Hamura may use Reaper Death Seal on Hagoromo. It's also possible that he will seal his brother into the Rikudou Tools but alter it so no one may escape and throw the Pot into the Ocean or maybe even Space.

Lastly, I want to address something.
While writing this, a part of me (and many of you too as well) thought things like: "Could Hagoromo really be that evil? He seemed nice, how could he be a villain?" The answer to the question is simple.

TL;DR
- Hagoromo is the Final Villain
- Hagoromo is an Anthology Life Form
- Hagoromo wants to return to the living world to rule it
- Hagoromo wanted the Juubi to revive so its Chakra would mix with Indra/Ashura
- He also needed Kaguya to be defeated and sealed (along with her will) so that he's the strongest one left
- Hamura was sealed into the Pot by Hagoromo
- Hamura had the Yin Power and Hagoromo had Yang Power
- Hagoromo took Hamura's Yin Power in order to use Creation of All Things
- Hagoromo used Nunoboku to shape the world to his liking and Ninshuu to try and have the Populace Sympathize with him
- Everyone instead used Ninjutsu, he thought he failed until he saw he could make a new plan through Ashura
- His plan was to wait until Naruto would come, summon his soul, defeat Kaguya/Juubi and then he'd be able to make his return.
