No he wont because he only has a bit of their chakra, it's not actually their tailed beast 100%.

If the sage doesn't take them within him, i believe they will be free or naruto will become every tailed beast jin.

The manga is ending, he is no longer the underdog.

No character can remain an underdog throughout the entire manga, that is just where they start off. All main characters reach the top at the end of the manga.

Also, it was his dream to surpass the Hokage, it would be weird if he didn't succeed.

Naruto still has the powers, those tailed beasts came out of Kaguya.

If you want proof the rods were still in BZ, if Naruto had lost his powers then the rods would crumble, as Madara showed when the chakra origin disappears the creation disappears (as the rods disappeared from Hashirama when Kaguya took over Madara's body.)

Underdog stopped after Pain. Point is, does anyone really want Naruto being Super Super Extremely OP as he is right now? No one can take him. And if the series continues on with him the way he is, any other Villain will just be DBZ power level asspulls.

And if you've been dry heaving after every chapter and then later realizing and admitting that it was actually kinda cool, but questioning if you're still reading a Naruto manga, then yes, we are reading the same thing.
